Russia is blessed to have Putin.
Article I, Section 9, clause 1, US Constitution, grants to Congress the power to control our Immigration.

Putin wouldn't have gone along with that. But then Putin has brains and most likely reads papers before he endorses them. And he puts Russia First - as is his Duty.
