(Interestingly, Sun Tzu also wrote that narrow straits need to be blockaded as soon as possible in a war. Currently a book by me on Sun Tzu is being prepared for release. When writing it, I had to laugh about how "current" that book seemed there. )

Or it could be about the usual suspects grabbing at more money and power, which pursuits need to be clothed in lofty verbiage for PR.
